2.1a Authorized Formats of Play
An authorized association must select, from the following list, the formats of play that will be acceptable for handicapping purposes within its jurisdiction for 18 Hole Rounds

Pre Registration - Authorized Associations have the discretion to decide whether players must pre-register their intent to submit a score in general play for handicap purposes:

Option 1 – Players are required to pre-register their intent to submit a score in general play for handicap purposes.
Option 2 – No pre-registration is required for a player to submit a score in general play for handicap purposes.
2.2 Minimum Number of Holes Played for Score to be Acceptable
2.2a For an 18-hole Score
Authorized Associations have the discretion to decide how many holes must be played for an 18-hole score to be acceptable for handicap purposes.

Option 1 – 10 holes.
Option 2 – Any number from 11 to 17 inclusive.
Option 3 – All 18 holes must be played.
2.2b For a 9-hole Score
Authorized Associations have the discretion to decide how many holes must be played for a 9-hole score to be acceptable for handicap purposes.

Option 1 – At least 7 or 8 holes must be played.
Option 2 – All 9 holes must be played.
Option 3 - 9-hole formats are not acceptable for handicap purposes.
2.1a Authorized Formats of Play
If an authorized association allows 9 hole rounds for handicapping it must select, from the following list, the formats of play that will be acceptable for handicapping purposes within its jurisdiction for 9 hole rounds

4.4 Certification of a Score
Authorized Associations have the discretion to decide how a player’s score should be certified.

Option 1 – A marker is required to certify all hole scores on the player’s scorecard.
Option 2 – Peer review.
Option 3 – A combination of Options 1 and 2.
5.1b For a 9-hole Score
Authorized Associations have the discretion to decide how a 9-hole score is converted to an equivalent 18-hole Score Differential.

Option 1 – Scaling up to an equivalent 18-hole Score Differential, for immediate use.
Option 2 – Combining with another 9-hole score to create an 18-hole Score Differential.
Option 3 – 9-hole formats are not acceptable for handicap purposes.
6.1 Course Handicap Calculation
Authorized Associations have the discretion to decide how a Course Handicap is calculated.

Option 1 – Include an adjustment for the difference between the Course Rating and par.
Option 2 – Not include an adjustment for the difference between the Course Rating and par in the calculation of an 18-hole Course Handicap.
7.1 Authorized Associations have the discretion to require any adjustment to a player’s Handicap Index resulting from a handicap review to be sanctioned or ratified.

7.1 Authorized Associations have the discretion to decide whether approval is required for the assignment of a Handicap Index below a certain threshold or at the lower end of the handicap range (e.g. for skilled players returning to the game or professional players returning to the amateur game).

7.1 Subject to the 5.0 limit on the upward adjustment of a player’s Handicap Index above their Low Handicap Index, Authorized Associations have the discretion to require upward adjustments of a Handicap Index in excess of a defined number of strokes to be sanctioned or ratified.
